Very well put together set of tutorials and 'how to' techniques.  Easy to follow guides that are graded into various levels of ability.

Full of stylish tutorials and expert advice including some great links.  The tutorials include exotic lettering, textures and special effects.

Pixel2Life

Pixel2Life is packed with all sorts of tutorials for a wealth of packages including Paint Shop Pro and Adobe Photoshop.

Despite being aimed more at web designers there are some good tutorials on creating backgrounds including links, help and tutorials in HTML, Flash and PHP coding.  There are also plugins and a Forum where you can ask questions and pick up all sorts of tips.

The ubiquitous "About" site - tutorials for most packages including Photoshop, Photoshop Elements, PaintShop Pro and Coral.
